Rework panels?
One panel that changes based on context? E.g. when identifying, switch panel. Previous button to return to where you were before. Clicking a layer in the list switches to object properties.
Identify could become a button on the layer, next to the eyeball button?
Annotation could become a mode in the toolbar like identify
Object properties could become a right-click context menu button.
Should there be a “home” button that always goes to the layer menu? Or use a “layers” icon (see Google maps lower left)
Multiple panel modes? Single panel mode, double panel mode, 0 panel mode?
